IP addresses or CIDR ranges that outbound traffic from the
application can originate from. On Google Cloud clusters
this lists the IPv4 ranges Google publishes for the
cluster region, and traffic can come from any address in
them. On Oracle Cloud clusters this is the fixed public IP
address of the NAT gateway the application egresses
                      through.
